Our staff
Siegfried Rupprecht is a social scientist (Universities
of Bielefeld, Bamberg and Oxford) and the managing director of
Rupprecht Consult - Forschung & Beratung GmbH.
He has many years of experience in European co-operation in the
areas of urban sustainable transport and development, socio-economic
policy evaluation and policy analysis.
Siegfried Rupprecht is regularly being requested by several Directorates
General of the European Commission to act as an independent evaluator
and reviewer. EU projects regularly contract him as quality controller
and peer reviewer. He is often requested as a moderator at meetings
and conferences in several areas of applied social and economic
research and on evaluation issues.

Wolfgang Backhaus studied geography and sociology at the
RWTH Aachen University. After graduation, he was an EU-consultant
at the EU-office of RWTH Aachen University and worked for the
research institute Centre for Learning and Knowledge Management
and Department of Information Management in Mechanical Engineering
as a research assistant. Later he became head of the research
unit "Knowledge Management". He co-ordinated several
EU research projects on information and knowledge management as
well as on technology-enhanced learning. Furthermore he was responsible
for the "Cross Sectional Processes" in the excellence
clusters, "Integrative Production Technology for High-wage
Countries" and "Tailor-Made Fuels from Biomass"
of RWTH Aachen University. He is particularly interested in knowledge-based
regional development concepts like the learning regions concept
or municipal intellectual capital statements.

Marcel Braun studied sociology, anthropology and pedagogy
at the Universities of Heidelberg, London and Bonn. After graduation,
Marcel was a research fellow for two years at a Cologne-based
research institute where he co-ordinated an EU-funded project
on the role of public authorities in Europe on promoting Corporate
Social Responsibility at the regional level. Prior to joining
Rupprecht Consult Forschung & Beratung GmbH, he worked
for four years at the Research Group Energy, Transport and
Climate Policy of the Wuppertal Institute for Climate, Environment
and Energy where was involved in interdisciplinary research projects
on European and international climate policy, taking up a variety
of research and project management tasks.

Sebastian Bührmann is an economic and urban geographer
(Technical University of Aachen and Simon Fraser University, Burnaby-Vancouver,
Canada), specialised in passenger transport, sustainable regional/
urban development and community economic development. His work
experience includes research and planning activities in Mexico,
Canada and Germany. Prior to joining Rupprecht Consult - Forschung
& Beratung GmbH, Sebastian Bührmann was employed at the
Research Institute ILS NRW where he has been working on a European
study on passenger intermodality.

Bernd Decker is an urban geographer (University of Würzburg
and Swiss Federal Institute of Technology, Zürich) with extensive
experience in sustainable transport and mobility, project management
and capacity-building. As a staff member of the United Nations
he has been working on innovative urban environmental planning
and management concepts globally. From 2002, he was responsible
for CIVITAS projects and international activities at Rupprecht
Consult. In 2006, he was recruited by the European Commission
as Project Officer for the clean transport (STEER) programme at
the Executive Agency for Competitiveness and Innovation. Since
2010, he joined Rupprecht Consult to develop and manage European
and international transport projects.

Matthias Fiedler has a Masters degree in Human Geography,
Spatial Planning and Geographical Information after studies at
Technische Universität München and Ludwig-Maximilians-Universität
München (Germany). His emphasis has been on sustainable mobility,
urban and regional development and European Union integration
policies. At Rupprecht Consult - Forschung & Beratung GmbH,
he is mainly involved in METEOR, but looking forward to other
project work as well.

Angela Rupprecht, is a trained bank accountant
and music therapist. She spends part of her time looking after
company finances.

Michael Christian Laubenheimer has both an electrical
and economical university degree (Technical University of Munich).
He has upgraded his background through a further university diploma
in quality, security and environmental issues (University of Montpellier,
France).
In the late 80s, he accompanied Bavarian SMEs while introducing
ISDN. In the early 90s, he was in charge of the development of
telecommunication infrastructure of MediaPark Cologne and responsible
for the creation of the first teleport in Germany. Since 1992,
he worked in France (10 years) and Portugal (3 years) where he
developed and managed European projects related to Information
Society, Tourism and Regional Development. Michael Laubenheimer
joined Rupprecht Consult in June 2005, he is in charge of the
CARAVEL project. For a couple of years, Michael Laubenheimer has
been personnally interested in the efficient use of energy and
in the developement of renewables, including transport related
issues.

Rafael Urbanczyk is a spatial planner (Technical University
of Dortmund) specialised in sustainable urban development. His
work experience includes research activities in Poland and Germany
as well as planning activities in the field of urban development
and urban rehabilitation. He was also responsible for the coordination
of an INTERREG IIIB project dealing with the adapted development
of historical old towns under changed structural, demographic
and economic conditions. .

Frank Wefering is an economist (University of Münster
and North Carolina State University), specialising in socio-economic
project evaluation. His expertise includes the management, monitoring
and evaluation of large EU-projects in the fields of environment,
urban development, information technologies and e-government.
He has several years experience, both in the U.S. and Europe,
researching indicators of sustainable development and conducting
economic assessments of environment-related projects and technologies.

Gabi Wegeler is a project assistant with a Masters degree
in American Studies and public relations (Universities of Mainz
and Minneapolis).
She manages communication issues and supports project management
and dissemination activities. Gabi Wegeler's particular profile
is in dissemination tasks requiring extensive work on comprehensive
databases, mailings of questionnaires, brochures and newsletters.

Georg Werdermann is a trained architect and urban designer
with a strong European background. Georg has studied at the University
of Wismar and holds a Masters degree in European Urban Studies
of the Bauhaus-University Weimar. He has over 5 years experience
in the field of spatial planning, sustainable urban infrastructure
and the management of EU-funded projects. Georg was responsible
for the project co-ordination of two large (some 48 m €)
INTERREG funded projects focused on the further regional and economic
integration of the high speed train network in the North-West
Europe region. In the past he was also involved in a number of
schemes and projects related to urban regeneration. Georg is in
particular interested in addressing the economic and regional
challenges emerging in shrinking and growing regions. He has already
worked and lived in Germany, Ireland, Poland and the United Kingdom.

Debra Meyer Wefering is a political scientist (Gettysburg
College and North Carolina State University, USA) with minors
in biology and conservation/sustainable development. Her expertise
lies in project coordination and management, evaluation, environmental
risk and policy assessment, science-policy dialogue, interdisciplinary
regional and international networking and capacity building. Prior
to joining Rupprecht Consult, she worked five years at the International
Human Dimensions Programme on Global Environmental Change (IHDP,
Bonn) and before that four years with the U.S. Environmental Protection
Agency (Research Triangle Park, North Carolina).
