Managing Information for Local Environment in Sri Lanka (MILES)
was based on a partnership between the cities of Munich (as applicant)
and Vitoria-Gasteiz, and the Sri Lanka Institute of Local Governance
(SLILG) in its capacity as a national training centre for local
governments. The initiative was supported by Rupprecht Consult.

The Project objectives activities were:
- to adopt and transfer environmental and spatial information
management concepts based on Open Source technology;
- to train municipal practitioners and community stakeholders
in environmental planning, information management and spatial
analysis;
- to facilitate the development of municipal planning tools
based on various existing and newly created environmental sources;
- to prepare for strategic exploitation and further take-up
of project results;
- to conduct an independent evaluation exercise and to promote
the project results; and
- to arrange for effective project delivery.
The target groups were:
- actors and decision makers in municipalities in Sri Lanka
(and more generally in Asia), especially environmental and technical
experts and community representatives;
- decision makers and multipliers from cities, international
donor institution representatives, and networks; and
- multipliers and other stakeholders within and outside Sri
Lanka, particularly municipal and other associations, the specialised
press and global municipal networks.

The ultimate beneficiaries were the population of cities, in
particular the poor in the low-income settlements and investors,
especially in emerging industrial areas where environmental permits
are required before making investment decisions.
The project was co-financed by the Asia Pro Eco programme of
the Europe Aid office of the European Commission.
